5 Steps a Rep Payee Should Take When a Client Moves

As a Rep Payee, managing the benefits for a client is a significant responsibility. When that person moves—whether it’s to a new apartment, a care facility, or even a different state—your role as a Rep Payee can become even more complex.

Since benefits are often tied to living arrangements and local costs, a relocation also triggers important reporting steps that need to be taken. Here are some tips to help you navigate a client’s move more effectively.

1. Notify the Social Security Administration as soon as possible

The Social Security Administration (SSA) requires that you report a change of address as soon as you can, typically within 10 days after the end of the month in which the client’s move occurred.

Unfortunately, failure to report a move promptly could lead to a suspension of benefits. Even if your client uses direct deposit, the SSA must have a current physical address on file to be able to send critical tax documents, eligibility notices, and other important notices or documents. 2. Evaluate the impact on benefits eligibility

If your client receives Supplemental Security Income (SSI), where they live directly impacts how much they receive. SSI is a needs-based program, and their living arrangement is a primary factor in their benefit calculation.

  • In-kind support and maintenance: If your client moves from their own apartment to a family member's home where they don't pay their proportional share of expenses, their benefit may be reduced by up to one-third.

  • Institutionalization: If your client moves into a hospital or nursing home where Medicaid pays for more than half the cost of care, their SSI payment may be capped at a small personal needs allowance, usually $30 per month.

3. Update their spending plan

A move almost always shifts a client’s current needs, and as Rep Payee, it’s important to reassess how your client’s funds are allocated.

  • Security deposits and moving costs: By rule, you are permitted to use conserved funds or current benefits to help cover the costs of a move, including security deposits, utility connections, and moving trucks.

  • New monthly expenses: Ensure that the new rent, utility, and grocery costs are factored into your client’s monthly budget before they continue spending money on personal comfort items.

4. Keep documents for recordkeeping

When a client relocates, your paper trail becomes an important part of their history. You will also need to make note of the move in your annual accounting form to the SSA.

  • Organize documents: Keep all receipts related to moving expenses and the new lease or facility contract on file.

  • The “living with” question: The annual reporting will ask if the beneficiary continued to live with the same person or in the same institution. If they move, you must make note and provide the date of the change and the new address.

5. Assess your ability to continue serving

One of the SSA’s primary criteria for a Rep Payee is that they stay informed of their client’s needs and circumstances through regular contact.

  • Distance matters: If your client moves to a different state while you remain behind, you must determine if you can still effectively help them manage their daily needs.

  • Transferring duties: If your client moves into a formal care facility, it may be more practical for the facility to take over as the organizational Rep Payee. And if you decide you can no longer serve, you must notify the SSA so they can appoint a successor, and you must return any conserved funds (saved money) to the new Rep Payee once SSA appoints them, and notify SSA of the transfer.
